Tris(1-chloro-2-propyl) phosphate (TCPP) is the chlorinated phosphate ester that is the workhorse flame retardant for polyurethane foam. It combines chlorine (vapor-phase) and phosphorus (condensed-phase) action in one low-viscosity liquid. Identity: CAS 13674-84-5.

Tris(1-chloro-2-propyl) phosphate (CAS 13674-84-5) is a low-viscosity chlorinated phosphate liquid. The chlorine and phosphorus together make it an efficient FR for both rigid and flexible PU foam. It is not a halogen-free product.
